Health Governance and Accountability
In wake of a scenario of weakened public health services, the marginalised and the poor are faced with various challenges of negotiating with health service providers both in the public and private services. Amidst such a backdrop, steering with a framework of health governance and accountability, the Centre for Health and Social Justice (CHSJ) has endeavoured through its accountability mechanisms and processes to play a key role for increasing people’s participation including demand for public services, improving program efficiency as well as promoting public program accountability. It has also led to the formation of solidarity of the marginalised communities as a collective force. CHSJ stands amongst the forerunners, instrumental in developing and supporting the implementation of Community Based Monitoring (CBM) program in India under the National Rural Health Mission (NRHM) as co-host of the National Secretariat, along with Population Foundation of India and technical anchor of the program. This program was piloted across 1600 villages in nine states of India through the support of the Ministry of Health and Family Welfare, Government of India between 2007 and 2010. CHSJ developed a whole range of materials for implementing this program, which include manuals, pamphlets, posters, films and other material (available on the website of the Government of India at www.nrhmcommunityaction.org). Foraying into the community state and national level contexts where CHSJ has used CBM processes for evidence generation and for advocacy on health rights, it has also engaged in strengthening the citizen driven field of social accountability processes and health rights and the practice of community monitoring methodologies at the global level also through COPASAH - Community of Practitioners on Accountability and Social Action in Health. COPASAH is a global community of practitioners who share an interest and passion for the field of community monitoring for accountability in health and is committed to a bottom up knowledge-generation and envisioning a global solidarity to be able to influence accountability field. CHSJ is among the founder members of COPASAH and member of the Steering Committee, it functions as its Global Secretariat as well regional node of practice for South Asia, besides functioning as the global communication hub thus providing it with a wide reach among accountability practitioners in health. CHSJ, with the support of Open Society Foundations (OSF), since the inception of COPASAH in 2011, has been providing support to the initiative of strengthening the practice of community monitoring methodologies particularly in Eastern Europe thus accumulating experience in developing appropriate tools and aids for assisting practitioners from regions other than South Asia including the East Southern Africa and Latin America regions.
