The phrase “family planning” had become a dirty one following the Emergency excesses of forced sterilization and had been replaced by the more politically correct phrase “family welfare”. Nearly four decades later, on the eve of World Population Day on July 11, the health ministry has enthusiastically embraced the phrase again. The difference, according to the ministry officials, is that, in the current context, family planning is not about population control but about contraception as a health issue.
